As part of its commitment to formalizing the tourism sector, SENATUR has intensified the process of registering tourism service providers through the REGISTUR platform. This official tool allows for the systematization, quantification, and classification of national tourism offerings, guaranteeing tourists up-to-date information and regulated services, which translates into support and confidence when choosing accommodation and recreation options.
At the same time, coordinated work has been carried out with the 13 districts hosting the event to strengthen the main and complementary tourism offerings, promoting not only accommodation but also gastronomy, local culture, and unique experiences that each community can provide.
In this context, the “JAPYTA – Las Mejores Paradas en Ruta” (JAPYTA – The Best Stops Along the Way) campaign has been launched, an initiative that highlights strategic points along the routes leading to the department of Itapúa. These points are verified to offer safe, welcoming, and quality spaces for travelers to rest. Similarly, the “Local Adherido” Tourism Seal program recognizes those establishments included in REGISTUR that meet the quality and safety standards established by SENATUR, guaranteeing a reliable experience and the provision of differentiated services within the framework of the WRC 2025.
With the aim of strengthening the competitiveness and professionalization of the sector, SENATUR implements a Tourism Quality System for non-hotel accommodations, based on criteria of infrastructure, services, safety, sustainability, and customer service. Through training, technical assistance, and periodic follow-ups, providers are accompanied in their continuous improvement, promoting formalization and guaranteeing a quality tourist experience. This approach, aligned with sustainable tourism policies, reinforces visitor confidence and contributes to local development.
As part of this comprehensive effort, SENATUR has developed specific training for both service providers and tourist guides, with the aim of strengthening their skills and knowledge, ensuring quality service and an enriching experience for visitors during the 2025 Paraguay WRC Rally.
SENATUR has also been developing coordinated inter-institutional work, highlighting the role of the National Professional Promotion Service (SNPP), under the Ministry of Labor, Employment, and Social Security (MTESS), the Ministry of Industry and Commerce (MIC), as well as collaboration with the World Rally Championship Organizing Committee. This coordination allows for the expansion of training activities, the strengthening of local capacities, and ensures that the various tourism stakeholders are prepared to receive the growing flow of visitors.
To increase accommodation capacity and respond to the expected demand, SENATUR has developed and regulated a process for identifying and authorizing camping sites as an alternative form of accommodation. These sites, which are inspected in advance by the institution’s inspectors, are incorporated into a database independent of REGISTUR, ensuring that they meet the minimum infrastructure and safety requirements.
In addition, efforts are being made to increase the number of beds available in areas surrounding the rally stages, within the different districts through which the competition passes. This measure seeks to ensure that as many attendees as possible remain on Paraguayan soil, generating a positive impact on the local economy and maximizing economic benefits for the host communities.

The diversification of accommodation options has also been prioritized, in order to ensure that all visitors find options that suit their needs, from hotels to more affordable alternatives, always with quality guarantees.
In terms of promotion and visitor guidance, SENATUR, in collaboration with the host districts, will make available an exclusive Tourist Guide for the event and will set up tourist information stands in each location, facilitating access to relevant and up-to-date information.
With regard to the control and regulation of tourist activities, special emphasis has been placed on nature tourism, which is predominant in the department of Itapúa. Likewise, the Jesuit Missions are consolidated as the main tourist and cultural attraction of the region, being integrated as a thematic axis in the rally itinerary.
With regard to accommodation registered in REGISTUR, this is classified into two main categories:
- Hotel accommodation: hotels, boutique hotels, and resorts.
- Non-hotel accommodation: hostels, rural establishments, Posadas Turísticas del Paraguay (Paraguayan tourist inns), and alternative accommodation (such as apartments offered via digital platforms).
According to the latest monthly data from REGISTUR, the availability of accommodation in the department of Itapúa and the main neighboring departments is as follows:
Itapúa:
- Registered providers: 171
- Rooms: 2,176
- Beds: 4,852
Misiones:
- Registered providers: 75
- Rooms: 657
- Beds: 1,449
Alto Paraná:
- Registered providers: 99
- Rooms: 2,552
- Beds: 4,748
It should be noted that these figures correspond only to establishments registered with REGISTUR, which have quality and safety guarantees. In addition, the offer continues to grow with new registrations and authorizations, which will be reflected in the following statistical reports.
With all these actions, SENATUR reaffirms its commitment to strengthening national tourism and its strategic role in organizing an international event such as the 2025 WRC Paraguay Rally, generating opportunities for economic and social development for the host communities and promoting Paraguay as a safe, formal, and high-quality tourist destination.
In this regard, the Minister of Tourism, Angie Duarte, said: “We are doing great inter-institutional work with the SNPP’s CININA focal point, which is part of the Ministry of Labor, and also with the organizing committee of the World Rally Championship, providing training for the tourism sector and trying to increase the number of beds for this event through accommodation in areas along the route in the different districts through which the event passes, in order to ensure that the largest number of attendees stay in Paraguay, generating profits and improving the local economy in the communities.”
